Resolving Feedback problems
To keep eBay's Feedback system as reliable and useful as it can be, we don't block comments that buyers and sellers leave for each other. Feedback generally becomes a permanent part of your record. However, only buyers can leave negative or neutral Feedback. This helps reduce the chances of unfair Feedback for all members.
When you leave Feedback for someone, be honest and fair, and remember that other people rely on your opinions to help them make a buying or selling decision.

Requesting a Feedback revision:
In some cases, you can ask buyers to revise the neutral or negative Feedback they've left. You can make this request only after you've resolved a problem that the buyer had with the sale or if you think the buyer accidentally left you wrong Feedback. There are also other limitations. Can Feedback be removed?
We'll remove Feedback in certain exceptional cases. For example, if:
It was left by a member suspended for behavior that we've determined is malicious enough to warrant removing the Feedback they've left for all sellers.
The buyer's communications show that they have no intention of paying for the item for reasons outside of the seller’s control.
It contains vulgar language.
It contains personal contact information.
We received a valid court order to remove the Feedback.
It was left by a buyer who hasn't responded to a seller even after both:
an unpaid item case was opened by the seller, and
an unpaid item record was placed on the buyer's account
