Charity or Fundraising Listings

eBay encourages community members to be active in supporting charitable endeavours. eBay permits sellers to list items on eBay and collect proceeds (in whole or in part) on behalf of a charity as long as the listings comply with applicable laws and regulations. Under Singapore law, fundraising may only be conducted on behalf of recognised charities and all members are required to obtain a licence in order to conduct or participate in any fundraising appeal. Please see the Additional Information section for more detailed information of such regulations.

Violations of this policy may result in a range of actions, including:

  • Listing cancellation

  • Loss of eBay fees

  • Limits placed on account privileges

  • Loss of PowerSeller status

  • Account suspension

Guidelines for Fundraising on behalf of charitable organisations in Singapore
  1. Charities in Singapore, with the exception of exempt charities, must be registered with the Commissioner of Charities.

  2. Sellers are required to obtain a permit in order to conduct fundraising appeals.

  3. It will also be illegal for a professional fund-raiser to solicit money or other property for the benefit of a charitable institution, or for commercial participator to represent that charitable contributions are for the benefit of a charitable institution, unless its is done so in accordance with an agreement with the institution satisfying the prescribed requirements.

Guidelines for Fundraising on behalf of foreign charitable purposes
  1. Members are required to apply, not less than 30 days before the date on which the fundraising appeal is to be held or to commence, to the Commissioner for a permit to conduct or participate in the fundraising appeal.

  2. Fundraising activities must be conducted strictly in accordance with the conditions in the permit.

eBay urges its sellers and buyers to comply with all governmental laws and regulations. Given that charitable fundraising is a regulated area subject to several laws and regulations in Singapore, sellers are required to comply with all applicable laws before listing them on eBay.
