  When is the promotion period?
  The promotion period (Promotion Period) is from May 18, 2009, 00:00:01 US Pacific Standard Time (-0800 GMT) (PST) to June 18, 2009, 23:59:59 PST. The equivalent localized time for the relevant countries is as follows:
   
 
   
  Who qualifies for this promotion?
  This promotion is only available to sellers who have been invited by email from eBay. In addition, such sellers must meet the following criteria:
   
 
Sellers must be validly registered on any eBay website and during their eBay registration process, have listed their country of residence as Singapore, Malaysia, Philippines, Thailand, Indonesia or Vietnam.  Additionally, sellers must continue to maintain their country of residence in their registration details throughout the Promotion Period.
Sellers must be registered PayPal users and during their PayPal registration process, have listed their country of residence as Singapore, Malaysia, Philippines, Thailand, Indonesia or Vietnam. Additionally, sellers must continue to maintain their country of residence in their registration details throughout the Promotion Period, and their PayPal account must be linked (i.e. “associated”) with their corresponding eBay account.
Sellers’ eBay and PayPal accounts must be in good standing throughout the Promotion Period. In order for a PayPal account to be deemed in good standing as that term is used herein, the account must not have a hold status and/or be limited (restricted use) during the Promotion Period.
Sellers must maintain a rolling 30-day average Detailed Seller Ratings (DSR Scores) of at least 4.3 in each of the four (4) DSR areas, namely: (a) “Item As Described”; (b) “Communication”; (c) “Postage Time” (also known as “Shipping Time” on some eBay sites); and (d) “Postage & Handling Charges” (also known as “Shipping & Handling Charges” on some eBay sites), throughout, and at anytime during, the entire Promotion Period.
   
  How do I register for the promotion?
  Sellers do not need to register for the promotion. All sellers who receive an invitation email from eBay and meet the aforementioned qualifications will be automatically considered for the promotion.
   
  Which are the Approved eBay Sites for this promotion?
  Items listed on the following eBay sites (“Approved eBay Sites”) are eligible for the promotion:

  Which type of listings qualify for the promotion?
 
Items must be listed with Auction Format. Additionally, items must have an auction starting price of $ 5.99 US Dollars (USD) or below and offered as a free-postage listing.
To qualify for the promotion, free-postage items must also have zero (0) insurance charge for buyers unless the insurance is optional and requested by buyers. In addition, in the listing description, sellers must not include such additional fees and terms as ‘mandatory handling fee’, ‘compulsory packing fee’, etc.
All listings must offer PayPal as a payment method and be paid by the buyers with PayPal.
Items whereby sellers have subsequently filed for an “Unpaid Item” dispute will not be eligible for the benefits under this promotion.
   
  What are the rewards for offering free postage on my listed items?
  Rewards offered are rebates on eBay Final Value Fee (FVF) and PayPal transaction fees (ie: excluding any other fees such as processing fees for currency conversions, if any, and withdrawal fees) (PayPal Fee) only. The rebate level that each seller is entitled to depends on the percentage of total listings offered as free-postage during the Promotion Period.
   
  How does the reward schedule work?
 
   
 
During the promotion period, the sellers must offer free postage on at least ten (10) items which have been listed for sale on any of the Approved eBay Sites, such listings which must end up being completed listings. “Completed listings” mean new listings that end normally (with or without the item being sold); listings removed by eBay Customer Support due to violations will not count towards this. Such auction listings must also have a starting price of USD$5.99 or below.
eBay FVF rebate is limited to a maximum of USD$2 per transaction, provided that eBay will only make payment of any rebates if the total sum of rebates due to the qualifying seller in respect of his or her eBay FVF for successful transactions, is at least USD$1.00.
PayPal Fee rebate is limited to a maximum of USD$0.50 per transaction, provided that PayPal will only make payment of any rebates if the total sum of rebates due to the qualifying seller in respect of his or her PayPal Fees for successful transactions, is at least USD$1.00.
   
  How may the rewards be redeemed?
 
Qualified sellers will receive their entitled rebates (whether as eBay FVF or PayPal Fees) for eligible transactions as a payment to their PayPal accounts that are associated with the corresponding eBay accounts used in connection with the sale of such items by August 15, 2009, subject to eBay’s sole discretion.
Sellers’ PayPal accounts must be linked (i.e. “associated”) with the corresponding eBay account by May 18, 2009 00:00:00 PST in order to be eligible to receive the credit.
Sellers must actively accept the payment through PayPal within 30 days of it being credited.
   
  Why is eBay offering this promotion?
  Buyers are becoming used to free postage (also known as "free shipping" on some eBay sites) offers in the general e-commerce market around the world. eBay wants to help sellers provide greater value and customer service to buyers. We encourage our sellers to try free postage as an additional tool to boost sales.
   
  Why should I offer free postage?
