Your customers know they can shop on eBay with confidence—eBay stands behind their purchases with eBay Buyer Protection. For you as a seller, confident buyers mean more sales. To help ensure fast, successful fulfillment, eBay and PayPal are changing the way sellers with little or no selling history and sellers performing below eBay's minimum standard—those sellers responsible for most Buyer Protection cases—are paid through PayPal. For these sellers, buyer payments will show as pending in their PayPal account and not be available for a brief period of time to help ensure successful fulfillment.

For sellers with a good track record—most eBay sellers—nothing changes. You continue to receive funds when a buyer pays just the way you do today .

Please note that not all shipping carriers providing services for sellers in the Asia Pacific region are integrated with eBay. You will still be subject to this update even if you've uploaded tracking information from a shipping carrier not integrated with eBay.

HIGHLIGHTS
  • If you're an established seller providing consistent service—meaning you have a Standard or Above Standard performance rating in your Seller Dashboard or you're an eBay Top-rated seller— you'll see no difference from what you experience today. Funds will be available when your buyer pays .
  • Your buyer's payment will first show as pending in your PayPal account if:
    • You have a limited selling history , meaning you have :
      • 90 days or less from your first sale, or
      • 25 or fewer transactions, or
      • US$250 or less total sales since your first sale , or
    • You have a Below Standard rating in your Seller Dashboard , or
    • You have unusual account activity such as a sudden incidence of Buyer Protection case
  • Funds will be available 3 days after delivery confirmation when you upload tracking information from a shipping carrier which is integrated with eBay, or 7 days after your latest estimated delivery date if you don't upload tracking but manually mark the item as shipped. If your shipping carrier is not integrated with eBay, or no shipping information is provided to eBay—either because you don't upload tracking information or manually mark the item as shipped—funds will be available 21 days after the buyer pays.
  • If you're subject to this update, to help manage your cash flow, you'll be able to see the status of your funds in My eBay, as well as the factors causing delay, what you can do to help get your funds faster and learn the steps you can take to be exempt from this update. You'll also be able to see the status of your payments in your PayPal account.
BEST PRACTICES FOR FAST PAYMENT
  1. Achieve and maintain eBay Top-rated seller , Above Standard, or Standard status .
  2. Offer a fast shipping option.
  3. Specify 1-day handling time and always ship within 1 business day of receiving the order. Remember estimated delivery time is a combination of your handling time plus the carrier's published estimated delivery time.
  4. Ship with a carrier that is integrated with eBay and offers package tracking, and always upload the tracking information to eBay.
  5. If you choose not to use a service with tracking or your shipping carrier is not integrated with eBay, make sure you mark the item as shipped in My eBay.
  6. Respond quickly to resolve any buyer issues.
  7. Follow all recommended best practices for providing great service and preventing Buyer Protection claims from being opened.
FREQUENTLY ASKED QUESTIONS

What will change about the way sellers with little or no selling history or a Below Standard rating receive payments through PayPal?
When a buyer pays through PayPal, funds will show as pending in the seller's PayPal account and not be available for a period of time to help ensure the order is successfully fulfilled.

Which sellers will be subject to this update?
For Standard, Above Standard, and eBay Top-rated sellers—the majority of sellers—nothing will change.

You'll continue to receive funds when a buyer pays just the way you do today.
Sellers subject to this update are sellers with:

  • A limited selling history:
    • 90 days or less from your first sale, or
    • 25 or fewer transactions, or
    • US$250 or less total sales since your first sale
  • A Below Standard rating in your Seller Dashboard
  • Unusual account activity such as a sudden incidence of Buyer Protection cases

What is the purpose of this update?
This update is being made for the benefit of all buyers and sellers. For sellers with a limited selling history or sellers who are not meeting minimum performance standards (the sellers responsible for most eBay Buyer Protection cases), funds will not be available for a period of time to allow for successful fulfillment.

When will this update take effect?
The update will start to be applied to all affected sellers between June and July.

Will all carriers be supported by eBay for this update?
No. Sellers who use a carrier currently not integrated with eBay will have to manually mark the item as shipped, and will have funds available 7 days after your latest estimated delivery date.

When will funds be available to sellers who are subject to this update?
Sellers subject to this update will have the funds available for each transaction 3 calendar days after delivery confirmation if tracking information is uploaded to My eBay, or 7 calendar days after the latest estimated delivery date if the item is marked as shipped. If no shipping information is provided to eBay, funds will be available 21 calendar days after the buyer pays.

What happens if an eBay Buyer Protection case or PayPal claim is opened during the time the payment is pending?
If an eBay Buyer Protection case, PayPal claim, or PayPal dispute is opened, or a credit card chargeback is received or other reversal initiated during the time the payment is pending, funds for that sale will be unavailable until the seller resolves the issue or the case is escalated and found in the seller's favor. If the seller does not resolve the issue and is found responsible, eBay or PayPal will refund the buyer's payment.

Are there other factors besides being new or Below Standard that could cause a seller to be subject to this update?
Yes, other factors could include unusual account or transaction activity such as a sudden rise in the number of eBay Buyer Protection claims.

As a new or lower volume seller, how can I graduate from being affected by this update?
You are no longer affected when you meet all of the following –criteria:

  1. It's been 90 days since your first successful sale on eBay, and
  2. You have 25 transactions, and
  3. US$250 total sales

How will I know if I'm Below Standard?
Sellers with 10 or more Detailed Seller Ratings (DSRs) over a 12 month period have access to a Seller Dashboard in My eBay and can see their current performance rating. Sellers who fall Below Standard are also notified by email of their change in status.

How will I know if my funds are subject to this update?
If you are subject to this update, you'll be notified when listing an item on eBay, and you'll receive a notification from PayPal when you receive a payment and the funds are pending.

How can I find out the status of my payments to manage my cash flow?
If you are subject to this update, you'll see the status of your payments for all transactions in My eBay. The report will include status of your funds, when they should be available, and what you can do to help access them sooner. You can also log in to your PayPal account for up-to-date information on your payments status.

What if I improve my performance and my rating is no longer Below Standard?
Seller performance is reevaluated every 30 days. If your rating moves to Standard, Above Standard, or eBay Top-rated seller status, you will no longer be affected by this update and funds will be available when the buyer pays. Please note that there are other PayPal policies that may impact funds availability.

Are all shipments related to transactions taken place on eBay.com (eBay US) subject to this change?
This update applies to all items listed on eBay.com (eBay US) and purchased through PayPal, including shipments into the United States, no matter where the seller or items reside.

I sell internationally and there are additional challenges to shipping such as customs delays and the difficulties in tracking shipping. Will these transactions still be subject to this change?
If you are subject to this update, it will apply to all your listings on eBay.com (eBay US), whether you ship the items from out of the United States. When carrier tracking is not available, you can still manually mark your item as shipped and your funds will be available 7 days after the latest estimated delivery date. If no estimated delivery date can be calculated, funds will be available 21 days after the buyer pays.

What if my buyer leaves positive Feedback while the funds from their payment are still pending?
With this update, buyer Feedback will not affect the availability of funds. Many buyers leave Feedback before they even receive the item.

What about transactions using payment methods besides PayPal?
Only PayPal transactions are covered by this update. Payment through other methods is covered by the terms and practices of each provider.

What about items that don't require shipping such as digital downloads or services?
For sellers affected by this update, funds from sales of services or digital downloads will be available in 21 days from when the buyer pays.

As an eBay Top-rated, Above Standard, or Standard seller, could one of my transactions ever be subject to this update?
You may be affected by this update and availability of your funds may be delayed if you suddenly fall Below Standard or if your account shows unusual activity, such as a sudden increase of eBay Buyer Protection cases.

I have more than one account with different statuses. How will you treat my received funds?
Funds will be available based on the status of the account from which they were sold.
